Do you feel that his actions are justified. Justified? No. Understandable? Yes. To be expected? Yes. Consistent with what most other people (including you) would do if backed into a corner and poked with a stick as SM was? Yes. You read me right. If you were in SM's shoes, I think you would do just what he is doing. I know you will deny this, but I know you well enough by now to know that if you had a choice of letting Russian and Chinese troops into the USA to prowl around anywhere they wanted to prevent any more Wacos and Ruby Ridges (and, BTW, moving out all US troops and police) or saying To Hell With You, you would take the To Hell route in a minute. So why are you so surprised that Milosovic did exactly what you would do under the same circumstances?
