The poverty and corruption in the adjacent countries of Bulgaria, Albania, and others contributed to the population migration into Kosovo. Throwing troops and money may not necessarily accomplish anything. We've seen first-hand how successful nation-building can be in Somalia, Vietnam, and even Russia.
