The first S-1 was actually filed on September 24, 1998. It was eventually withdrawn. The S-1/A was filed on March 18, 1999. Hopefully, the SEC treated the March 18 as an actual amendment, in which case the company probably received the SEC comments earlier this week. If the SEC treated the March 18 filing as an initial filing, they probably faxed comments to the company yesterday. Regardless, given that there were some significant events that occurred between the two filings, including the sale of a 50% interest in BNBN, I would suspect that the SEC reviewers spent a lot of time on the document.

Generally it takes 3 or 4 amendments before the SEC gives its final blessing. I would be very surprised in the offering actually occurs during the week of April 26. IMHO, the IPO date will slip into May.
