Yup you're right about the emperor has no clothes yet which relate to contracts for ELOT. But once they 1 state contract then you will have a domino effect. Being first has plenty of upside.

There was an article in the USA Today on lotteries sales. They're down. So state officials will ask "How can we bring the sales up?" and you just smile and say "Internet?". Lottery is one of the biggest revenue for the states. Without it the states will have to raise taxes or think of another program to make up the difference.
