I have some experience here.

I, personally, do not think that any corporate finance department would look at SGGN at this stage. This is because the quality CF departments have so many deals on their desks that, IMHO, they would rather do other deals and wait until SGGN goes to the next stage (ie) definite contracts, some revenue etc. I would not want to go to the second tier CF departments because they would only rape us at this stage of the game.

Potential financing would come from private sources where we can get more than just money (for example expertise in areas of need -- this sometimes is worth more than the money raised). {Read Stronach, or someone like him}

Having said all of this, I believe that the best thing SGGN can do is to position the company so that it can set the stage for phase II, a higher stock price and a raise of money at higher prices. IMHO I believe that management is aware of this. I also suspect that part of the past year's delay was to shed itself of the VSE nightmare.

Surprisingly, it is sometimes easier to raise funds at a higher price than a lower price.

PS I still think that the company is working on another business angle which will provide another avenue for immediate corporate growth.
