Right, Tim.. thanks. Perhaps I tried to deal with the matter in a highly generalized language, given Ken's starting point. But your points are well taken. And thanks for the refresher / tutorial.

Someone else on another thread asked for the FCC link [url] that contains the latest colo regs. What form did that take? Was it a ruling, or a proposed piece of legislation? And how much of this is still left to local jurisdictions?

Do you have any good links to point us to? The ones I come up with are one- and two- years old. I seem to recall something more recent. Frank

I just re-read your post, and I didn't know all of it, as you assumed. Been busy lately, and my reading of some fine print is starting to escape me. It's time to hire a few more associates and engineers, I guess.

The thing in particular that I was unaware of was the relaxation of the performance assurance guidelines, and the relegation of liability to only those physical hazard areas of fire, interference (and safety, I would assume). Wow.

I guess it's symptomatic of a lot of other things, lately, in the now fuzzy domain we have come to know as the Internet space. It's probably predicated on some thesis which centers on a best effort approach to service assurance, would you say? I'll say no more.
