I believe that the Kosovo involvement has highlighted NATO's incompetence when dealing with situations that are not a direct threat to a member nation; that are outside of their mandate. This is truly why they are losing right now. If it was a direct-threat or national-interest situation there would be no hesitation to commit the necessary force from day 1.

Coupled with NATO bunglitis is a completely incompetent Clinton administration worried about losing public face more than winning this conflict which they started. It's that kind of half-assed commitment to war that still leaves bitter tastes in American mouths (Vietnam) and unless corrected will leave the same taste in the mouths of all NATO nations with Kosovo.
