I'm not the biggest fan in the world of the SEC's track record on enforcement (or the NASD for that matter), but if people want to break the law and steal money from unsuspecting investors, then as investors I believe that we have a duty to pay attention to what is going on and use the information to make judgements about our investments as well as try and help other investors be better informed. I've noticed that on occasion, somebody who is dirty and 'walks' ends up doing more dirty deeds later on. That's when the "don't do it again" clause can kick in.
