Seems about 50% of the NATO reports are defining "is".

Wow, duplicate posts, Les. I'm sure you'll win many friends with that trick. PRNewswire is always the most objective of sources, too. So some Reed Irvine clone put out a press release with some more of the "objective" analysis ever popular here. More of those polls that mean something when they say what you want, but are instantly dismissable otherwise.
