The A/D improvement has not been accompanied by an improvement in Up vs. Down Volume (esp. in the NASDAQ). So while the number of issues going up has increased, money seems to be quietly leaving the market or rotating to safer sectors (big names or the RUT that has underperformed for the last several years) in anticipation of a correction.

Many fund managers are almost required to stay fully invested so they rotate to less risky sectors as a downturn is approaching.

Could be that the small caps that have been down for so long were able to make the new highs look good faster since they hadn't been up in a long time. This could mask a lot of damage in the bigger favorites that aer taking a beating right now.

MSFT, SUNW, DELL etc would have to fall a long way before hitting "new lows" while the smaller caps that have been sitting below their 200 DMAs for the last 12 months would only have to rise a buck or so to get counted as a new high.
