Of course Russia and China would not have given their approval. It's in their self interests to have an unstable Balkans. Instability to them has always represented opportunity. Opportunity for expansion or to divert world attention against their internal human rights policies. It is even more in their self interests to have NATO lose in any realm, be it that of credibility, or in a military confrontation.
