Russia has already armed the Serbs. Those Migs, tanks, and SAM's weren't homegrown in Yugoslavia, nor were the majority of their small arms.

So American military personnel are already facing Russian arms, as they have so many times in the past. I wouldn't know about Washington, but to my knowledge all of the stinky drawers in the confrontation between NATO and Serbian forces belong to the Serbs.
