Christopher--- Unfortunately, it seems quite possible that had we continued negotiation with greater Russian involvement we might have arrived at a formula that was mutually agreeable...We were offering to disarm the KLA... Had the force composition been different, so that there was greater trust that Serbian interests would be upheld, we might have worked it out...

Remember that last time UN blue helmets were operating in Bosnia-Herzegovina, it was the other way round: the Serbs used UN peackeepers as HOSTAGES and the whole world could watch them on CNN --tied to radar stations and other military facilities. Milosevic was eager to welcome UN peackeepers because he knew he'd be able to push them around in Kosovo --thanks to his ''police'' forces. BTW, how funny such a formulation is: the Serbian thugs who've been so brutally operating in Kosovo were merely police officers. Haha!
To protect and to serve! What are LAPD, NYPD,... waiting for?? Time for them to swap their old-fashioned pistols for brand new AK-47s! Landmines could help them too --in containing South Central's and Bronx's ghettoes...
