Are FGI shorts a likely cause for its lack of participation? If so how long can they hold it back and how is it likely to behave if the shorts loose their hold?

Hi Gary, I want to join in thanking you for your input here. I tend to be skeptical of all forms of TA, and while I wouldn't exactly say I've become an EW Believer, you've sure got my attention!
