<<OFF TOPIC>> David, I would consider setting up a foundation to provide books, learning materials, ... to pursue their education. After food, medicine, and shelter, absolutely! I've always believed that education is the key, especially when aimed at learning how to build a lasting infrastructure politically, economically, socially, and spiritually. I have always thought that Russia's big stumble with independence is a direct result of NOT providing a thorough education to prepare the public for the process. There should have been a lengthy, massive, TV and school-based program to teach the public about independence, responsibility, and the plan for the transition before changing the system. You can't just "dump" independence and a capitalistic system on a populace used to repression and central government control of all social and economic activities.
