I think your recall on the TSC indexes is a bit off. They've never had a bulletin board stock on their index.

Here is the full list of companies that are and have been on the two TSC Intenet Indexes (the DOT, and the E-Commerce Index):

I'll take your word for it, but I find it hard to believe thestreet.com would include a OTC:BB stock like USAT (it was OTC:BB wasn't it?).
