Yes, usually the lawsuit threats signify the end. At least with the SEC the cited companies only get fined, pay the fine out of all the bucks they made dumping on the run-up, and then move on to another country or another aspect of the industry like tout sheets or financing shells. The problem with suing is that the discovery process may expose all their assets and open them up to actual criminal charges. Why take that risk? But considering how much we might make in a counter-suit, I wish someone would at least try ;^).
