Is it possible there are not enough institutional sellers to see the buying in blocks? I know this happens in the small-float i-nut stocks. Today, for example, there is a large imbalance between buy and sell interest in favor of the buy side. OTOH, I haven't followed the I-Watch site long enough to know how reliable it is. (Also haven't read the site information <g>).

One day when Neo was under $11, RSSF stood hard on the ask, and I saw approximately 40,000 shares go off at the ask in mostly 2-5K chunks. When he abdicated his spot on Level II he printed 40K at 1/8 above what he sold all the shares at.

Also, it's possible that buyers and sellers could not meet on a price. Perhaps more waving of hands than actually sitting on them...
