I don't know what "winning" is. I think this is a nobody wins situation. What IMO should happen is: a. Immediate cease-fire on ALL sides -- Nato, Serb military, paramilitary, KLA. Everybody stops in place where they are. b. UN takes over responsibility for enforcing the cease fire. NATO turns over temorary control of its air power to UN. Russia is asked immediately to place a significant number of planes under temporary UN control. UN thus has ability to inflict damage on any party which violates cease fire. c. Armed UN peacekeepers are inserted on the ground. Some can be fro Nato countries. Some should be from Warsaw pact countries and some from neutral countries. Swiss guards could be used if offered. Some Vatican guards could be inserted for their moral impact. d. Legitimate international diplomatic force -- NOT Nato dominated, but using responsible international and NGO negotiators -- starts immediately to develop peace plan. ALL international resources are drawn upon -- eg Vatican (no, I am not catholic, but I understand and respect the moral power which rests with the Vatican), Quakers (small but well respected body committed to peaceful solutions to international problems) and other international resources. Heck, toss the Dali Lama into the mix. I'm not going to say what that plan should be. Not my job. But obviously it should include justice for Kosovans while respecting the Serb interests in Kosovo. e. The international community, particularly the Nato countries, need to commit massive resources to rebuilding the infrastructure destroyed by the bombing. Those are basic elements of what I believe needs to be done. Whether you call it winning or losing is semantics. Those who are focussed on "winning" can worry about defining it. (You are one who used the term, so presumably you know what it means to you.) I don't care what name we put on it other than peace. To me, human lives are more important than semantics. If the US needs to declare victory, if Milosovic needs to declare victory, let them. How many refugees in Albania and Macedonia waiting to go home and start rebuilding their lives care who claims they "won" as long as the refugees get to go home with enough resources to rebuild their lives, and get a chance to live at peace and with as much freedom as they have had in the last 50 years.
