Agreed...we did not put out the fire! Now we find ourselves dealing with yet another case where if we don't do the job right we will have another fire left burning.

As to the Iraq war, winning in that case meant getting Saddam out of Kuwait and returning control of Kuwait to its previous government.

Which we did.

That was pretty simple. One country invaded another. The invaded country was a UN member. The UN declared that the invaded country should be freed and returned to its civilian control. We helped kick the invaders out and restored the prior goverment. The international community was firmly behind the effort. At that time and place, that was winning.

However, I agree with your broader point. Winning at any point in time doesn't guarantee long term security or peace. Life is not a game of chess. It's more like a marriage. I can "win" a fight with my wife, but my life is significantly diminished thereby. Much better when we resolve a problem without either one of us worrying about whether we won or lost.
