Note that the filing says they are increasing the "authorized" number of shares, it says nothing of any intent to sell or issue any shares, which would increase the number outstanding. Companies regularly increase their authorized shares in anticipation of splits, or to have stock to issue for takeovers, etc. Of course it could be stock that they intend on issuing in the future, but I don't think you can read too much into this filling.
