I agree with him. I have been in small cap stocks for years and I do not regard it as a valid excuse that they were better investments for the money. It is part of the job of managing money to recognize what the market will pay for and what it won't. Not recognizing a trend that has lasted for many years (partly because of S&P index funds) I regard as a major personal error.

That said, I am seeing major firms (Salomon for one) starting to say that smaller firms are the place for new money, while probably still investing in large ones. But eventually the tide will turn.
