I hate to be such a stickler for details, but can someone explain what is meant by the following?

"SBC is almost halfway to its 1999
goal of deploying ADSL in 255 central offices serving 5 million
households and 900,000 business locations in California. By the end of
1999, SBC's goal is to offer ADSL service to 9.5 million customers."

Is it 5 million or 9.5 million in 1999? Any thoughts?
