As I see it, two base solutions are still available:

A. Diplomatic (my choice)
The Rambouillet base is still valid as long as NATO backs down on these two important items:

1. NATO only troops.
2. Referendum for independant Kosovo.

Then we need to have Russia endorse it as well as commit to helping us implement it. Russia is Milosevic's last Ace in the hand and without Russian support (political/supplies) he will be forced to negotiate (IMHO). Therefore we can force him to the table using Russia as a lever.

Ground Troops
Milosevic is a strategist and he knows he can hold out the airstrikes and hope for the NATO alliance to fold on the ground troops issue; which he knows will be a hotly debated next step. By NATO committing to ground troops they demonstrate their resolve. Milosevic knows he can't win against a full ground assault by NATO and will eventually lose lose power; as well as possibly be tried for war crimes. This will force him back to the table ... iff it doesn't start WWIII with the Russians first !
