there fell 3 cents in the past week to $1.594 cents a gallon, a
sign the rally has petered out. California is the nation's
biggest gasoline-consuming state."

How 'bout:

"This was a sign that California isn't going to be skewered with a 65% increase in gas forever just because there were 2 refinery fires and every company in the state decided to screw the consumer. but now, it's finally starting to subside, as the market comes back in balance. An oil company executive said "Yeah we like to mess with our best customers, but you can't overdo it or you really might impact consumption. A Bloomberg inside source said the oil companies are a little scared of the investigations into price gouging and don't want to completely ruin a good thing, so they'll cool it for a while."
