[e.spire Transfers Off-Net Customers in BellSouth Territory to Access One Communications]

Company Continues Strategy to Phase-Out Local Switched Resale

ANNAPOLIS JUNCTION, Md., April 21 /PRNewswire/ -- e.spire Communications, Inc., today announced that it has assigned its interests in approximately 3,700 off-net customers in BellSouth markets to Access One Communications, a Florida-based competitive local exchange carrier. It is estimated that approximately 15,000 lines will be transferred.

In December 1998, the Company announced plans to eliminate switched local resale from its product portfolio and focus its sales efforts toward facilities-based on-net voice and data traffic. "This action furthers management initiatives to enhance profitability through the conversion or sale of these low margin access lines," said Anthony J. Pompliano, Chairman and CEO of e.spire. Clearly, this agreement immediately improves the gross margins of our core telecom business."

When I worked at an investment bank we got a list everyday which told us which stocks we could not trade for our own account or discuss. This was a restricted list. It is put in place as a way to increase the fire wall between investment banking and capital markets. Equity traders had to also use extra caution when trading these stocks.

A stock could be on a restricted list for lots of reasons. If investment bankers were talking to the company it would get put on the list. Hope this helps.
