On the "contractors" post - the CPQ manager I spoke with last night said hiring contractors was the "kiss of death" and that 2 VPs had been sacked for pulling this trick (letting workers go and bringing them back as contractors). There was an internal memo put out to this effect about 2 weeks ago - saying that changing employee status to contractor without specific written approval of the SR. VP of HR was a direct violation of current corporate policy which would result in severe consequences. So while some may have done this, I would suspect that those individuals are no longer with the company, or that in specific cases there were over-riding reasons to do this such as covering temporary needs which are not seen as long term. When a contractor's job is done, it's done and the costs go away.
