Why not? IMO, and in the opinions of other international law lawyers I have discussed this with, his actions have no basis in law. They ARE criminal.

Not technically yet, because he hasn't been tried by a jury and found guilty. But by truth, he is a criminal.

Not a bad idea. By starting negotiations SOMEHOW by SOMEBODY with credibility. Actually, I would send Colin Powell and Jimmy Carter, and add in about 10 respected figures from around the world, including a Vatican representative and a representative from the Orthodox church, somebody from Russia, somebody from Switzerland, etc. Let them negotiate a settlement. Let them hear ALL the grievances, including Milosovic's legitimate grievances (which we have tended to ignore) about the KLA and their supporters, and find an answer. It's out there; it just takes commitment to find it. But wagging the dog is easier.
