I agree that being mealy- mouthed is insufficient, and I would have preferred strong Congressional involvement, if only because without real commitment, Milosevic has an incentive to wait us out.Generally, Presidents are given a pretty free hand in the deployment of force, with a declaration of war representing the maximum commitment. But also, the President is generally expected to get his ducks in order with the Congressional leadership, and to seek a resolution of support for major action, so that he is not too far out on that limb by himself. Bush did it right; Clinton didn't. I don't defend him....
