My mistake, I thought you were proposing consolidation among third tier biotechs. Perhaps they are not all cash hungry.

Bristol-Myers has a string of alerts out today, including announcement that they expect to license 3-6 compounds this year.

This suggests that they are looking products from bigger companies. Below a certain market cap, merger would be more attractive than licensing, at least while pooling-of-interests is still available.
