Your point is well taken. Lotto is mainly the domain of blue collar bimbos who aren't surfing the web. But I am a notable exception. I play in every state I go to plus religiously in LA. And not only do I surf the web, I'm even a member of SI.
You could be right in implying that selling lottery ticket on the WWW is like proffering beef jerky on silver platters.
On the other hand internet lotto could open up a whole new market like internet porn did.

To answer your questions:

1) You can buy your lottery via Internet.
2) You must have an account with deposited money or credit card.
3) There are plenty lazy tech people who don't want to haul their ass out to get a Powerball ticket.

You can play scratch off games as well. Hope this help a little.
