Mohan - I think Jeremy has hit the nail right on the head.

But oyu must remember that people get the leasersthey deserve. If they chose to elect the Shiv Sena becaus ethey are pro poor Maharashtrans and then they extort money from the rich to give to the poor OR MORE REALISTICALLY to improve their own lifestyle, then the rich cannot be blamed for taking their children and their wealth and moving to a place that is safe for them.

And as far as leaders are concerned, those that have had the majority have shown that the ENORMITY of their greed and selfishness knows no bounds. Let the nation be damned. And those that are percieved to be unselfish and good for the nation have, until now, not recieved the majority to make a substantial change in the national interest.

So, the developing nations are between a rock and a hard place while the developed nations like the United States can, WHEN THEY NEED TO, grab the brainpower, by issuing visas specific to their requirements.
