Services do not have a low barrier to entry. I speak from experience here, mine and a lot of my friends. Just try setting up a small consulting firm and bid against the big shots. You may be just as good or even better but good luck if you expect a more than 20-25% hit rate. Which, however, may be plenty for a small organization ... but that won't put a dent on the large one.

It is easy to evaluate machines and machines are cheap too ... but to evaluate your team of 150 dollar/hour consultants to whom you are going to entrust a 48 person-month project to be completed in 9 months (say) is a completely different equation.

I am not talking of individual contractors here. It is much easier for them to sub-contract for a big shot at slightly lower hourly rates.

This, at least, has been my experience.
