It seems to be what you found is the consensus although there have been a few who claim that they in the past got shares based on what they had at pricing - not the morning of pricing. It might also depend on the issue and how many shares they are allocating. Personally, I don't understand why it would matter what your account says that morning. When it comes to intraday trading it all is contingent upon what you have at that particular time so why should this be different?

Well whatever the case the lesson here is: Always keep a few thousand dollars cash in your account overnight!

I just called ETRADE a few minutes ago (10:15 AM PST) and they confirmed that so long as you have sold even today to create cash you are OK. I had just opened a $2000 account with them just for the United Airlines Mileage 3 weeks ago and bought a little AOL during the sell off. Sold the AOL today at open (151 3/4) - ETRADE guy said I am fine as his screen showed I have cash to buy 100 shares of NETP.
