War Powers act, Les? Maybe that might have had some bearing in Central America, too. Not as direct a bearing as the Boland Amendment, of course. But that was all different, much less important, inconsequential even, compared to BJgate.

You might also find it interesting to recall what the Reagan administration thought of the International Court of Justice on the subject of mining harbors in Nicaragua. Then again, maybe not.
