A range of 9.95 - 10.00 only means that the trades for this range were within this price range, it does not stipulate the order of trades. For instance if enough trades occurred trades may also have occurred at a price in between the high and low prices and that price could have been the last traded. By convention the Ticker will choose the high price of the range and use it as the last.

This is not very good, but its all we can do under these constraints.
