El: I don't understand what the connection between the number of shares outstanding and the number of shares "required" to "declare" a base would be. I also don't understand the "theory" that a particular number of shares trading within a particular price range "declares" a base. I've never even heard of such a thing. Sounds like TA BS voodoo to me. Can you give me a link?
