I don't believe they are yet traded on an exchange. There are some services (i.e., Band-x, et al.) which connect buyers and sellers for futures contracts, but, to my knowledge, there is no formal exchange for investors.

Forbes magazine (last issue) contains a short article discussing the possibility of bandwidth futures.

I am interested because I have been toying with models for how the bandwidth market responds to gluts and shortages, and I wanted to test them.
