Careful with your logic here!

At one extreme, it could have been 15,000,000 trades of the same share, back and forth among American investors. Don't flame me, I obviously don't believe that, but it illustrates the fallacy in this argument. Your assumption is they are 'consuming' the float, meaning CDNS are selling and Americans are buying, one for one, so that it will quickly end up *all* in the hands of American investors. This is as fallacious as the first sentence in this paragraph.
