Parents should have to shoulder much of the blame in this tragedy. It is gross negligence for a parent not to be involved in their children's lives. They should instil personal responsibility, discipline, and morality. They should also model to the best of their ability such teachings. But parents should also not pretend to be perfect. When parents themselves screw up in front of their children, this should be an opportunity to communicate that everyone makes mistakes, and they should demonstrate how to accept their own personal responsibility for what they did.

There are some parents out there who are totally oblivious to what their children are doing. They just frankly don't give a damn for whatever reason. These lazy parents should be fined big money every time their kid gets caught stealing or gets into trouble. Heck I heard of a community in Michigan I believe that fined and took away the parents drivers license because they could not control their children. That sounds like a good idea. Taking away some of parents' freedoms will be the slap in the face they need to begin to be a responsible upbringer.
