I think it's because the stock price grow rate has slowed down and the Board probably wants the stock to be trading in the 90 to 130 a share range as it gets a higher market cap.

Microsoft has been working into this range for years and I think it adds to it's stability. (If you can say Tech stocks are stable!)

The growth rate you mentioned is very possible. The company's growth rate has accelerated in the last year and a half.
