It was announced on TV. For all Torontonians, it's on City TV Pulse 24, an all news channel. Please any other Torontians, watch cable 24 and confirm what my wife and I just saw. Pinch me, but I know I'm awake.

BIDS depth looking good on Nasdaq right now. Sellers now showing up at US $10 and $11. This is a good sign :) Most activity currently centered just above 9 1/8. Dow and Nasdaq off much lower lows at start of trading about 10 mins ago. Heavy trading on BII both on TSE (391k) and Nas (637k). Most Internet stocks up right now except for YHOO which is down 1 3/8. BII RTQ: CDN$13.60, US$9 1/4 EDIT Wow, Dow is bouncing all over the place. Now down -47. If the market behaves, this one will be moving up strongly today IMO.
