Yup, I'm sure that was Clinton's decision exactly. All that "collective decision making" blather about NATO is just that, blather. Since it's what the ever objective Clinton haters here declare as the TRUTH, it must be the TRUTH. Every little detail about targets and timing is determined by Clinton, and Clinton alone.
