Intel's comments about HUNDREDS or THOUSANDS of servers interconnected seems to RULE OUT Windows NT IMMEDIATELY.

My guess - Linux or possibly Solaris.

Intel is an investor in Red Hat Software (Linux) and VA Research (makes "Lintel" servers).

Intel is also working closely with Sun on Merced Solaris and IA32 Solaris is already available.
