They already tried that, it was Called Visa Interactive. Visa lost a lot of money, and the big banks that fund Visa, didn't want Visa to compete against their in-house banking systems. In the end they sold out to CheckFree. In addition, CheckFree signed a letter of intent with Visa to form a Joint Venture for creating a payment network.

Well, currently only 2 of the top ten banks do bill presentment. CheckFree provides the service to both of those banks.

EBPP is not software, its a service. Kind of like ISP's (Internet Service Providers. EBPP requires a lot of customer service and integration.

Creation is easy. Distribution is the key. If I use bank 'a' but my credit card is at bank 'b', how is that bill going to get presented to me? If it left up to the banks, it will take years. Banks can create bills, but they can't distribute them.
