If anyone in the system wants to be difficult, the first thing they will point to is the actual identity and whereabouts of these kids' parents is not clear. You have conflicting stories; so someone may say they should not be moved out of the region until their family status has been confirmed. Even though moving them to San Diego would obviously be much better for them in the short term.

I am offering this is as a positive contribution from a bureaucrat's perspective. Governments are reluctant to move kids until they know exactly wh they are, where their parents are and whether it is possible to reunite the family in the "first country of refuge", before families are dispersed to different "second countries". Parents who are "missing and presumed to be dead" have not been confirmed as dead.
