Pipick, line 21 data stream consists of data from several data channels multiplexed together. Field 1 has four data channels: two Captions and two Text. Field 2 has five additional data channels: two Captions, two Text and Extended Data Services (XDS).

"Closed captioning has absolutely nothing to do with the V-chip". The only thing in common is that the data is transmitted via line 21.

If you need more info about the XDS data structure, I suggest you read the Electronics Industry Association specification 608 (EIA-608). You may also find good info in some technical specification sheets for some NTSC Line 21 Decoders such as the Zilog Z86129. Zilog manufactures NTSC line decoders that can support the V-chip (Z86129 has V-Chip specific registers and output for the host V-Chip processor).
