First you have to persuade Congress to give us the $$$ we ask for every year to upgrade information systems - and usually don't get. I expect that groups like UNHCR will take the lead on cataloging refugees. The embassy has far too few people to take on refugee management directly. It's a handful of people to deal with hundreds of thousands. Couldn't work. Keep going with UNHCR and let us know what you find out. Uncle Sam would probably be happy to see a private group with tech savvy take this one on. Maybe Interaction is already planning to. Time for some DD by those of you Stateside.
