MSFT has never been in the utility business and I see no likelihood of them entering that business anytime soon. MSFT wants to be part of the "value-add" equation, not the commodity aspects of the internet.

I agree. And that seems to be where all of their broadband investments lead. I also agree with your points about portals and eyeballs. And sure -- commerce will be a very important part of the internet of the future -- but media is just as important. It is and will probably always remain a conduit for information and entertainment.

I'm not so sure that Microsoft's strategy is as focused as you suggest -- and that's not a bad thing at all. They focus on both commerce and media aspect of the medium. I see little sign that they want to become a utility, but the investments in ADSL companies like Northpoint and Rhythms and fiber outfits like Qwest are designed to give them an inside track to the e-commerce future of the internet. The cable investments give them an inside track to guarantee that they remain part of the media aspect.
