Pipick,

the extension you must be referring to is 47 C.F.R § 15.119.EIA-608
which supplements the requirements of 47 C.F.R § 73.682(a)(22)(i)(B)
for how line 21 can be used to "TRANSMIT" optional caption features,
text-mode data, and XDS.

That standard is not about how the V-Chip will be
implemented (The V-chip is on the receiving side). That standard
specifies how line 21 will be used to TRANSMIT programming
information.
